Rate limits

Each endpoint has a fixed 60-second request policy. Responses advertise the effective policy:

RateLimit-Policy: "endpoint";q=300;w=60
RateLimit: "endpoint";r=217;t=42

q is quota, w the policy window, r remaining requests and t seconds until the effective window resets. On 429, Retry-After takes precedence over RateLimit. Wait that long, then retry with exponential backoff and jitter. Legacy RateLimit-Limit/-Remaining/-Reset fields are emitted only for client compatibility.
